COMPETITORS
Citizens of all European countries are welcome to enter to Eurotrial 1999.
European countries are:
The Netherlands, Albania, Andorra, Belgium, Bosnia-Hertsegovina, Bulgaria, Spain, Ireland, Island, Great Britain, Italy, Austria, Yugoslavia, Greece, Croatia, Latvia, Liechtenstein, Lithuanian, Luxembourg, FYR Macedonia, Malta, Moldova, Monaco, Norway, Portugal, Poland, France, Romania, Sweden, Germany, San Marino, Slovakia, Slovenia, Finland, Switzerland, Denmark, Czech Republic, Ukraine, Hungary, Russia, Belarus, Vatican and Estonia.

RULES
The competitors must have a valid driving license and a valid competition competition license (provided by national F.I.A.) (Autorite Sportive Nationale) or a valid insurance covering motor sport competitions. The co-driver must be at least 15 years of age. Please bring the relevant documents with you. The driving licenses, competition licenses and insurance documents will be checked at the registration. Please note that the organizing club, Merita Off Road, does not cover any damages during EuroTrial 1999.

The trial has following competiton classes: original, standard, modified and prototype. See the point three for the technical rules and regulations. In case you have any questions concerning the rules and regulations, please contact EuroTrial 1999 Office.

ENTRANCE / BOOKING
Please book by 1st June 1999 using the official EuroTrial booking form. Entrance /booking fee is 500 FIM per vehicle. Entrance fee covers the entrance of the driver, co-driver, their vehicle and three service personnel. They (driver, co-driver and 3 service pesonnel) will be given personal passes (badges) to move around freely in the EuroTrial area, e.g, they will have access to the repair shop. The entrance/booking fee cannot be returned.
HOW TO BOOK BY USING THE INTERNATIONAL BANK TRANSFER
You may use the international bank transfer to pay your 500 FIM entrance fee. The funds will be directed to EuroTrial 1999 bank account.

ACCOMODATION AND DRIVING INSTRUCTIONS TO RAVIJOKI
The selection of available accomodation can be found at point 9. Driving instructions can be at point 12. Instructions for booking the ferries to Finland and discounts can be found at point 8. Please book your ferry and accomodation at your earliest convenience, EuroTrial is during summer holiday season.

PRIZES
The three best of each class are given prizes. Special prizes are given to the Sunday finalists. Each competitor will be given a souvenir for his or her participation to the EuroTrial 1999. Three best countries will be awarded.

ACKNOWLEDGEMENT
Each competitor will receive an acknowledgement of their booking in two weeks time. The acknowledgement note will be sent either to his/her e-mail address, or to his/her telefax number or his/her mailing address.

MEDIA
Both the Harjun Huumaa -99 Safari and the EuroTrial will be shooted by four cameramen, six inside-car cameras and four helmet cameras. The competition will be broadcasted by EuroSport Channel. The EuroTrial will be broadcasted by the local radio. Finnish MTV (sorry, it is not Music Television), LNTV and several members of the press will present.

SAFETY

CRASH HELMETS

Crash helmets designed for motor sport competitions must be worn at all times during practice and competition. Acceptable helmet standards are as follows

Crash helmets must be worn in all competition classes: Original, Standard, Modified and Prototype.

FIRE EXTINGUISHERS
Fire extinguisher(s) should be a minimum of 2 kg; acceptable standards are AFFF, ZERO2000, BIC or BIE. Fire extinguisher(s) must be securely fastened to the vehicle. Fire extinguisher(s) must bear a valid approval sticker.

SEAT BELTS
Seat belts must be worn at all times during practice and competition by both driver and co-driver. Minimum requirement is three point belts, but four point belts are recommended.

3 REGULATIONS FOR ORIGINAL CLASS

VEHICLES
The vehicle must be a standard production car, four wheel drive with standard equipment. Standard equipment must not be removed. Vehicles must be road taxed and registered.

No alterations or modifications allowed.

WHEELS AND TYRES
Tyres
Only original type or similar to original type tyres for vehicle are allowed. Circumference of the tyres must not differ more than +/-5% from the circumference of the original tyres. Special type tyres, such as tractor type, are not allowed. Cutting the treads is forbidden.

Wheels
Only original or similar to original type allowed.

Springs
Only original or similar to original type allowed.

Shock absorbers
Only original or similar to original type allowed.

No alterations or modifications allowed.

Optional equipment, which does not enhance the advancement of the vehicle, is allowed. These are e.g. winches, extra lights, front or side-guards, side steps, wheelarch -covers, additional gauges etc.

4 REGULATIONS FOR STANDARD CLASS

VEHICLES
The vehicle must be a standard production car, four wheel drive with standard equipment. The standard equipment must not be removed. Vehicles must be road taxed and registered.

CHASSIS
Chassis, base parts
No alterations or modifications allowed

WHEELS AND TYRES
Tyres
Tyres may be changed to different size or type tyres. Tyres must fit to turn in the original wheelarches.Cutting the treads is forbidden. Tyres must be designed for road use and DOT -marked.

Wheels
No restrictions. May be altered or modified.

Springs
Only original or similar type allowed.

Shock absorbers
Only original or similar to original type allowed.

DRIVE LINE
Engine
Engine may be changed to similar engine used in the same model series. Diesel engine may be freely altered or modified. The engine must have been approved by a national vehicle inspection agency.

Fuel systems
Fuel tank may be changed, but it may not be placed inside the cockpit or outside the body line. The fuel pipes must be equal in length, securely fastened and protected from damage.

Cooling
The cooling system may be changed. Additional fan(s) may be installed.

Exhaust
The exhaust system must follow regulations for regular road taxed vehicles.

Electric system
A 6-volt system may be altered to a 12-volt system. Main power switch may be installed.

Drive line
The gearbox may be changed internally, but no alterations or changes to the transmission case may be made.

Axles
Only one manually operated differential lock is allowed. If there are differential locks on both axles, one of them, chosen by the driver, will be sealed.The driver must show the point of the seal at scrutineering. The seal must be securely fastened so that it does not fall off during the competition. Tampering with the seal during the competition will lead to immediate disqualification from the competition. Automatic differential locks are allowed.

BRAKING SYSTEM
Brakes
Brake boosters are allowed. Brakes must operate simultaneously on all wheels.

Hand brakes
Free to alterations and modifications; must operate simultaneously on either one or both axle(s).

STEERING
Steering equipment
Power steering is allowed. Steering wheel and steering columns may be changed.

BODY
Body
No alterations or modifications allowed. Lifting of the body is not allowed.

Cockpit
No alterations or modifications allowed.

Floor
No alterations or modifications allowed.

Seat of the driver
Seats may be changed.

Roll cages
Vehicle, without metal roof or original main cage, must have a roll cage with four securing points installed. Diagonal support is recommended.

Seat belts
Vehicles without seat belts as standard, must be installed with three-point belts.

Lights must be in accordance with regulations.

Vehicle with standard equipment. No additional weights allowed. Making the vehicle lighter by dismantling basic construction is forbidden.

Optional equipment
Optional equipment, which does not enhance the advancement of the vehicle, is allowed. These are winches, extra lights, front or side-guards, side steps, wheelarch covers, additional gauges etc.

5 REGULATIONS FOR MODIFIED CLASS

VEHICLES
The vehicle must be a standard production car, with original body and original type suspension and axles, four wheel drive vehicle. Vehicles do not have to be road taxed or registered.

CHASSIS
Chassis, base parts
Modifications to standard production car's body and chassis are allowed. E.g., chassis may be shortened.

WHEELS AND TYRES
Tyres
The maximum radius of the tyre is one meter. The tyres must not be tractor-, implement type, or other special type tyre. Maxicross type tyres are allowed. Cutting the treads is allowed.

Wheels
No restrictions. May be altered or modified.

Springs
Only original or similar to original type allowed. Additional springs may be fitted, but the original type springs must carry the weight of the car, when the additional springs are removed. Lengthening of the springs is allowed. The height of the body or chassis may not be adjustable.

Shock absorbers
No restrictions. The amount and type are not regulated. Fitting points of the shock absorbers may also be altered.

DRIVE LINE
Engine
No restrictions on the type of engine. Turbo-chargers may be retrofitted. Using nitrous gas is not allowed. Placing of the engine may be changed.

Fuel systems
Fuel tank may be changed, but it may not be placed inside the cockpit or outside bodyline. The fuel pipes must be equal in length, securely fastened and protected from outside forces. Additional fuel tanks must be empty.

Cooling
No cooling system or expansion tank may be placed inside the cockpit or outside the bodyline. The tubes and pipes must be equal in length and junctions in the cockpit are not allowed. The tubes and pipes must be secured so that there is no danger of burns even in case of leakage.

Exhaust
The exhaust system must follow regulations for regular road taxed vehicles.

Electric system
The battery must be securely fastened both at the top and at the bottom. The poles of the battery must be protected. Only dry batteries are allowed inside the cockpit. The poles of the dry battery must be protected and the wires of the dry battery must also be protected and securely fastened. Main power switch may be installed. Outside switch must be clearly marked with the sign of lightning.

Drive line
Gearboxes are free to alterations or modifications.

Axles
Axles must be in accordance with the ones in model series. Differential locks may be changed.

BRAKING SYSTEM
Brakes
The brakes must operate simultaneously on all wheels. Steering with brakes is forbidden.

Hand brakes
Free to alterations and modifications; must operate simultaneously on either one or both axle(s).

STEERING
Steering equipment
The steering must function while engine is not running. Four wheel steering and chassis steering is forbidden.

BODY
Body
The body must be recognisable with the standard production car it is based on, some modification is allowed. The roof may be replaced with a 3 millimeters metal plate or 5 millimeters aluminium plate. The doors may be removed, but there must be a door net reaching the pelvis level from the bottom of the door opening. The body may be freely lifted. The windscreen may be removed. Hydraulic lifting or inclining of the body is forbidden.

Cockpit
Protective bulkhead is obligatory. It prevents the access of fire and harmful liquids to the cockpit. Air intake to the engine from the cockpit is forbidden. A window net or strap that prevents hands from falling out from the cockpit while the vehicle is upside down, is recommended.

Floor
In case there is no floor, a 2 millimeters aluminium plate or 1 millimeter metal plate covering the size of the cockpit must be installed.

Seat of the driver
There must be two seats securely fastened to the body of the vehicle. Race or rally type seat recommended.

Roll cages
A roll cage with six securing points is obligatory. Door cages are recommended.

Seat belts
Minimum requirement is a three-point belt.

LIGHTS
Lights
Fully operational brake- and reverse-lights are obligatory. If the front- and flasher- lights are removed, the openings must be disguised e.g. with metal plates.

DASHBOARD
Switches and gauges
May be freely altered or modified.

OTHER
Towing points
Towing points must be clearly identified both in the front and in the back of the vehicle.

Weight
The weight, without the driver, is a minimum of 500 kg. Additional weights must be securely fastened.

6 REGULATIONS FOR PROTOTYPE CLASS

VEHICLES
The body and chassis may be built freely without regulations. The vehicle must be four wheel drive vehicle with air inflatable tyres. Vehicles do not have to be road taxed or registered.

CHASSIS, BASE PARTS
No restrictions.

WHEELS AND TYRES
Tyres
No restrictions.

Wheels
No restrictions.

Springs
No restrictions.

Shock absorbers
No restrictions.

DRIVE LINE
Engine
No restrictions on the type of engine. Turbo-chargers may be retrofitted. Using nitrous gas is not allowed. No restrictions on placement of engine.

7 PENALTY POINTS

The marshal observes the competitor's performance on the tracks. Penalty points are given as follows.

1 penalty point
Stopping. Stopping the vehicle or not moving within three seconds. Stopping before or after reversing is allowed without extra penalty points.

3 penalty points
Reversing. Reversing is considered when the vehicle is moving backwards or when the driver is knowingly using forces to move the vehicle in a backwards direction, to enhance his/her performance.

5 penalty points
Deviating from the track maximum of one (1) meter. Alternatively, if the driver is not ready when the section is free from other drivers and the marshal gives the go ahead to start the section.

15 penalty points
Deviating from the track over one meter. Using outside help. Stopping the vehicle for over one (1) minute.

20 penalty points
Refusing to start the section.

A competitor starting a section/sections cannot get more than 15 penalty points per section, unless he/she refuses to start the section.
Competitor is allowed to try again three (3) times to get over the same spot where he/she has diffuculties to proceed or becomes stuck.
Exceeding the maximum competition time: 1 penalty point per 1 minute.

The section begins when the vehicle's front axle passes over the start line. The section ends when the front axle passes over the finishing line.

HARJUN HOVI CAMPING

There is a temporary camping area specially made for the EuroTrial 1999, just 2,5 km away from the venue. It is designed for tents and caravans, mobile home, trailers and buses are also wellcome. Camping is situated by the Valkjarvi lake, which is nice for swimming. The sauna and outdoor toilets are provided.

Barracks are located 2,5 km from the EuroTrial 1999 venue. The barracks, normally used by the Finnish Army, is situated by Valkjarvi lake. There is a 20 persons limit in one barrack. Please bring your own sleeping bag and mattress. There are limited cooking facilities, please bring your own pots and pans. Barracks share the same sauna facilities with the Harjun Hovi camping. Barracks have their own outdoor toilets.

0,7 km from the EuroTrial 1999 venue, there is Harjun Hovi School Canteen. It has license to serve alcohol. Canteen offers three meals per day at reasonable price. Breakfast and dinner are served from Wednesday to Sunday.

Nearest food store, located 0,3 km from the EuroTrial venue, is K-Extra-Kuokka. In addition to food supplies, store carries strong beer and light wines. During EuroTrial 1999 K-Extra-Kuokka opening hours are:

12 DRIVING INSTRUCTIONS

map still under work!!!!! From western part of Finland, please use road no. E18 to Ravijoki via Hamina. Ravijoki junction is approximately 17 kilometres after Hamina. From eastern part of Finland or Russia, Ravijoki junction is approximately 30 kilometres from Vaalimaa Customs/Boarder control. EuroTrial 1999 signs in Hamina-Vaalimaa E18 road guide you to the trial venue.

13 GARAGE - REPAIR SHOP
There is a garage for do it yourself repairs for your vehicle for competitors use only. It is located approximately 0,9 km from the trial venue. Garage is equipped with vehicle crane, air pressure, MIG welding machine, and power wash. Please bring you own tools. The use of the facilities is free of charge, but only for the competitors. The opening hours of the repair shop will be informed at the EuroTrial 1999 Information desk.

14 FUEL
Fuel station for petrol and diesel is located next to K-Extra-Kuokka. Opening hours are the same as the K-Extra-Kuokka food store.

18 HARJUN HUUMAA -99 SAFARI

Safarimestarit and Merita Off Road will organise off road safari on Wednesday 28th July 1999 for the participants of the EuroTrial 1999 and others alike. The tracks are similar to the ones tackled in EuroTrial 1999. There are couple of fireplaces for preparing your own meals. The safari fee is 80 FIM per vehicle. Booking and payment in the EuroTrial Information Desk just before the safari. Please note that only first 100 vehicles can take part.
